If the bartenders are doing that, it is the bar owners' responsibility to put a stop to it. If they don't, then maybe they should be paying some fines or having their license yanked.
I also know that y'all still have a 18 year old minimum drinking age there. Maybe it's time for y'all to consider raising it to 21 like we do here. If the little bastards can't handle their drink responsibly, they shouldn't be allowed to have it.
You see, this is where youre going wrong -
our inner cities and town centres are decaying, so we brought in this idea of a night time economy - fill the streets with pubs and clubs and get hundreds to come out as there's nothing else to do in the UK of a night time but booze. To induce high numbers, make the drink really cheap - give some away even, and keep selling and selling so that you can pay the high taxes demanded by local government for your pitch, and make a profit even though 80% of the cost to your customers is national government taxation. In short - the bar owners cant afford not to have binge drinking going on and the only people refused are those who start fighting - they get ejected and likely go elsewhere to continue tanking it down them.
Next, you ensure that buses stop running at 9pm, and restrict the number of taxi licences which are available, so that all these fuckwits who come rolling out of the clubs have to fight for a ride home, or walk miles (shouting, screaming and cursing at the top of their voices of course) through residential areas to get home.
The government are not interested in stopping all this - they get enormous revenues. The local authorities are not interested in stopping all this - they get enormous revenues too. The booze industry just says things like "enjoy (our particular brand of pisswater) responsibly" - whilst making said pisswater available at lower and lower real cost and at more places for longer periods - all with government backing.
The police would like to see it stopped, as would the other emergency services, but the government tells them what to do. The locals and those living on the stagger routes home would like to see it stopped, but we're just plebs who dont know what we're talking about. The medical profession is beside itself with warnings about the consequences - but you know, theyre just killjoys arent they? And the criminal justice system is crippled with the fact that its often the same people coming round again and again, no space in prisons despite early release schemes etc.
