Go google the Klein deposition in EFF v. AT&T. Then go read the sales flyers for the network taps referenced. The EFF has it online, so just hit their site. It's clear from the publicly available ( unsealed ) documentation from the case that EVERY bit which transits AT&T's backbone is copied to the feds. I presume they store it, then use non-realtime data analysis tools to slice and dice as desired. If AT&T is doing it, consider the likelyhood of other ISPs doing it on their backbones. There's no need to look on your harddrive. All your browsing is archived anyway.
