The link (if you will) to the Constitution is that soon we will have the mandated deciannual census.  I think that's almost the most hints I can give without giving the answer.

Now just use Google on one town at a time, but each time with the word "Census." Check the similarities and one sees that they are all "Census Designated Places."  A CDP is a Census-only boundary created to handle towns that have an unusual incorporation found mainly in Wisconsin.
