That really isn't the issue the article raises at all. It's not even a relevant point.
The University is free to set its policies, separate from outside legal status (as long as they don't break the law in so doing), stricter than the prevailing social condition (students aren't compelled to attend).
The issue here is the University's concern that it might unwittingly pull itself out of eligibility for federal grants. This is a reasonable concern, and the University is proceeding prudently--and all that separate from any positions on medical marijuana itself or its dual legal status.
