The scariest thing is that for every one of these people thats been caught, there must be many more who havent been; take a look at how many people disappear every year - in western cultures where its almost impossible to do so willingly - without a trace. And in those same western cultures where very often we dont even know our neighbours' names, let alone what theyre like or what they get up to, the next serial killer that emerges could well be in your street. But how it can be that complaints like these, (rotting flesh is very distinctive on the nose), over years went unanswered, when we quite often it seems have other, often minor, occasionally ridiculous, complaints investigated vigorously and pursued efficiently through the justice system is concerning; I recall the prosecution of a man who collected piggy banks and displayed them in his window and the complaints from local Muslims, and just lately the case of the naked man that has been discussed here. Meanwhile Fred West - a notorious serial killer in Britain - must have attracted numerous noise complaints from his "building work" (he buried his victims in the walls and floors of his home), which obviously were never followed up. In the end though, a serial killer can only pursue his trade if he is a good actor and a reliable liar with little or no consience; this is more than likely why such cases, as awful as they are, are so rarely discovered.
