CFnm has been a fixture in the Prodomme scene forever. Most Prodommes are unlikely to proceed with a session in any other fashion. The custom may have its origin in necessity back in the day when police regularly infiltrated as undercover agents to protect a shocked community against such abhorrent practices. The domme required each client to disrobe as a defense, assuming the police officer would have some difficulty explaining his actions to a judge. Queer creatures municipal servants.

However, the vulnerability and the inequality you mention certainly play prominent roles.

It has also been pretty much a feature at private play parties through the years. I am surprised that such a standard element would seem new to our Scene.
