Yes this is true. The popularity of gender reassignment in Teheran has got nothing to do with tolerance.

Gays in Iran are forced to go through the gender reassignment process to become a member of the opposite sex so that they can live "normal lives".

Exactly. I've recently agreed to volunteer as an activist for precisely this cause. The current regime makes Saddam Hussein look very much like Santa Claus.
