I don't know where that quote comes from. I do know that as long as the person asking is genuinely seeking knowledge, as far as I am concerned, ANY question is valid.

To me, a question that falls into this category would be one like

'why is my email not answered?"
"we have never met, but he says I am the only one for him; yet he will not communicate with me; why?"

These kind of questions lack simple common sense in my opinion.
