Municipalities are making a fucking fortune through the legalised theft operation known as civil forfeiture and they're spending their money on Bearcats and other military arms and vehicles. In fact the militarisation of civil police forces is an ongoing concern. The idea that police forces are populated by inept gumshoes is utterly false.
Quite the contrary on both of your first two points. I've never said they all are, but I've been familiar with and interacted with numerous actual officers who will tell you the same things. If they want to be well trained, unless they're with SWAT, they have to do it themselves, and not that many are so inclined. As to military training, at least in the last few decades, firearms training is minimal, a couple of steps above "point the end with the hole in it toward the enemy". Unless, once again, you get a special MOS like Rangers or Seals.
Now, civil seizure is something we can agree on wholeheartedly, but in my case, once again, it's a punishment without due process issue. And yes, they waste that money on pretty toys that they're so proud of they have to show them off.
