A symbolic messaging bill to ban abortion after 20 weeks of pregnancy threw the party into disarray and was abruptly pulled at the last minute after a group of GOP women and swing-district lawmakers raised hackles over a rape-exception provision that required victims of sexual assault to report the crime to authorities before they could get an abortion. "None of us saw it coming," Rep. Richard Hudson (R-NC) told reporters on Thursday. The rebellion was lit in recent days by women in the conference, primarily Rep. Renee Ellmers (R-NC), as well as more centrist members including a sizable faction of freshmen in swing districts. Republican leaders and conservatives were blindsided — after all, they had comfortably passed similar legislation in the last Congress with the same rape clause. "I was surprised," Rep. Ted Yoho (R-FL) told TPM. "But it's a new Congress. You know, new people are up here. And I know some of the younger members didn't want to have such a strong statement on that." A perplexed Hudson added, "We voted on the same legislation last [congress] and these concerns weren't raised. So that's why I think leadership didn't anticipate the concerns being raised. So that's why I don't fault them. I think they're doing the best they can." Center-right Rep. Charlie Dent (R-PA) strongly criticized the abortion bill, suggesting that it passed with the rape clause in 2013 only because most members hadn't read it closely. "The less we engage on this issue [of rape] legislatively, the better off we are as a party," he said. "What kind of message are we sending?" In the end, Republican leaders pulled the bill and took a bullet for their objecting members, who were facing the wrath of anti-abortion advocates. Opponents admitted it likely would have passed despite their objections, but the drama over the rape clause would have put moderates in a bind and threatened to damage the party's brand. "I would prefer that our party spend less time focusing on these very contentious social issues because that distracts us from broader economic messages," Dent said. "This was a messaging bill that was going nowhere in the Senate."

The thing that concerns me most about this (and I only read what Lucy quoted) is the following... quote: Center-right Rep. Charlie Dent (R-PA) strongly criticized the abortion bill, suggesting that it passed with the rape clause in 2013 only because most members hadn't read it closely. Why in the Hell are legislators passing things they haven't read closely?!? That irritates the snot out of me (and with this head cold, I have a lot of snot!!)!!

And then you have all the pet projects to work on, a bridge here, a little old ladies cat and you have speeches and soundbites to work on, and the fact that you don't know a goddamn thing about crop subsidies, military logistics, or research and development of star wars technology, so you give the bill to a staffer, saying something like, 'I am for the American farmer', how should I vote on this, or 'Millions for defense not a penny for tribute', how do I vote on this, or grab a wad of shitpaper from the NRA or some anti-gun lobbying group who has given your campaign millions and says, this will be good for guns, or this will stop killing little babies in walmart... Or, internally, I voted for your bill, and this isn't gonna affect your district, so you vote for mine now. How much of the USC have you read, DS and DS? Yeah, didn't think so. (oh yeah, and 55 bills repealing Obamacare, and NOBODY is going to read that dogshit, even the twatwaffles who introduced the bill).

I'm all for requiring each representative and senator read the bills before them. Regardless of whom submitted them. And tested on them, BEFORE, the debate and vote. Yes, would slow the process down. But then, they dont seem to do much in Congress right now, so who would really notice? Maybe add that each time the person gets a flunking exam, they are disallowed from voting on the bill either way.

I love those discussions where I can really dig in with someone who disagrees and is ready to delve into the issues. I learn, at least how things look from their perspective, and why. I'll even alter my position when I encounter good arguments I'd never considered. But SO much more mud-slinging and "don't you know that" and "I never said" and "so you're saying" and "you're a ____ so it's stupid anyway" or, in the case of posters like you and Sanity, "I don't care about your points, I just disagree because I'm determined to win arguments with you, at least in my head if I can't do it with real evidence." At times, you're a good guy--it shows through. So much more, you're clearly in pain, and react angerly -- you don't have to throw things or shout to be angry. You just display the behaviors you're doing here. I hope it gets better. I like Michael when he's not being a dick.
