I really am torn on this.

I don't think there should be a law requiring anyone to learn English.

By the same token, there are jobs where speaking English is essential. I am not sure that being a taxi driver is one of them.

Then, there's the side of me who comes from immigrant families whose members all learned English because they wanted to; because that's what one did, if one wanted to survive in a country that speaks English.

This whole situation is just a huge shit sandwich.

I am going to go with the free enterprise model. If english only speakers wont ride in my cab because I can't fuck them in their own language then I either have to learn english or cater to those whose language I can fuck them in.

Driving cabs is a job many recent immigrants hold here in Chicago. Many have poor English. Sometimes it can be a little challenging if you need to get somewhere other than some major destination. I think it would be a terrible injustice if we deprived all those drivers of a way to earn money simply because they couldn't pass some English proficiency test.

There are any number of situations where I've had difficulty in communicating with employees, such as in restaurants - as well as with customer service numbers where the employees are based overseas. Not so much with taxis. As long as a person knows the streets, knows addresses, knows the traffic laws, it probably requires less communication than ordering a Big Mac. If they made such a regulation for fast-food employees, those places might lose a significant percentage of their workforce.

What kind of test do they use? If they can sing the Star Spangled Banner without making a mistake, they pass.

I don't have a problem with people preserving their native languages and cultures. I think it would have been really cool to grow up in a house speaking 2 languages.....my family's native language and English. While I don't think English should be the "official" language of the U.S., I also don't think we should be expected to jump through hoops to accommodate people who don't speak English. Plus, if you want to work in this country in a job where you interact with people who speak English, you should know the language well enough to do your job. If the cab driver can't take the fare to his requested destination, then he needs to learn to speak more English.

I live in a part of the country where it is almost a given, if you are not bi-lingual, you ain't gonna get the job. period.

I say tuf shit. donde el hefie and start digin' ditches like the rest of us.

If a company is going to require its employees to do something, its up to the company to provide tutors/teachers to bring those employees up to speed. In some cases, the requirement to speak English is necessary is some occupations (i.e. English Teacher), does a cab driver needs to speak fluent English?

Also, this runs afoul with the 1st Amendment. Unless that company takes some strict steps in educating its employees on the language, they could be in for a major class action lawsuit.

Generally speaking, if one is going to be operating in the public eye as an occupation, knowing the land, customs, and language helps in many ways.

I think people should be required to speak and know basic english. I mean, we would have to learn their language if we wanted to live in their country. And i dont mean visit, i mean live there. You can still use your language, but when you want to speak other people, they shouldnt have to learn another language for you. its called being considerate. whether people like it or not english is the major language of america. i know im gonna be called an idiot for this.

Thus, America should provide, free of charge, tutors for english.

So a Biochem company should be prepared to offer a graduate program in Biochemistry to bring prospective hires "up to speed" in what's expected of them? And if they're not well enough prepared to succeed in the program, what then? An undergraduate dual major in Biology and Chemisty? Where does that stop? A re-parenting class?

You're making shit up. The article doesn't say anything whatsoever about speaking fluent English. What is says is, "basic English skills." I had a New York City hack license while I was in grad school. Basic English competency was required there too, but "basic" is an exaggeration. To call it fluency would be to call a bicycle a space shuttle.

You are mistaken. If a company has a minimum requirement for hire they have no obligation to bring anyone up to those minimum requirements.

This isn't about the company's expectations. This is about government mandating taxicab drivers know English. If it's the cab company deciding to only hire drivers who can speak English, that's entirely different.

Or, you don't hire those who don't have the necessary qualifications.

You mean someone passed a law requiring people to speak passable English in deference to other languages?

It would make sense if the majority of people in this country spoke English..

I am not being sarcastic, considering how many regional dialects there are in this country, not even college grads with English majors speak proper English.

I suggest the federal government pick one universal and solely American language for the country to speak, a nice simple language. My choices are Cherokee, Apache, Lakota or Cheyenne. None of these language have words that sound the same and mean something different or a bunch of words that mean the same thing.

Now some of the posters here might suggest Klingon or Drazi.

If it's a new rule like in this case, I would say yes, they should train them. Once every employee is trained they have a right not to hire anyone else who needs training. There are a lot of companies who want bilingual employees. They don't offer to train you if you only know one language, they just find someone who already does. Why would this be any different.

On the other hand if we had a reasonable immigration system that required understanding the language, as many countries do, this wouldn't be a problem that had to be fixed.
