They create laws that affect other states by porking up their typical nutsacker economy and politics with other peoples money, leaving less rice in the bowl for non nutsackers to enhance their own conditions. Just pointing that out to the clueless on any given subject.

ping and traceroute are part of ICMP proper. ICMP messages are typically used for diagnostic or control purposes or generated in response to errors in IP operations.

I doubt it was a cyber attack but simply people actually trying to use a broken website. As of this morning, the site is still broken in a lot of respects. To fill out an application online it would force me to lie in order to complete the application. Sigh, back to a mail in paper form with attached letter of explanation.
