The latest - he's alleged to have stolen a seat to an NFL game. He was photographed making a mess of some chicken.

There is exaggerated campaign against the mayor. I think it is (as usual) not the main story. When politics is concerned there is always hidden truth somewhere different what is pushed for stupid (in a politician mind) public. I do not have time or the access to do the research, but I am positive the mayor would be just fine if he had behaved according to mafia rules. Then he could have as much drugs, sex and rock-n-roll he wanted. Everybody knows, of course, all major mega-cities governments are de facto corrupt mafias. As in every mafia there is an established equilibrium and order: who and where gets building permits, city service contracts, other various government contracts etc..., and who gets payoffs and how much. What I know Toronto mayor started big reform effort: this is good place to start investigation if someone is interested what the real story is.

Uh, your contention is that the bad press is due to him being a rebel, a maverick, and that his unacceptable crap would be tolerated just fine otherwise?

No, you misunderstood what I said. The stories are true. Normally, the upper echelon people are immune to being exposed. Accusers are "strongly advised" not to speak, and mainstream media refuses to publish. In extreme cases accusers get depressed and commit suicide (by shooting themselves three times into head).
