Speaking in a purely technical way here, she can't, especially if its gotten into the sub-flooring. One of my first jobs in high school was cleaning house and apartments for one of my friend's uncle. Once a male cat marks, that shit doesn't come out unless you physically remove the material he marked on. Period. The closest you can come to it is either replacing the sub-flooring with new sheet, or heavy sanding followed by several coats of basement waterproofing, and if you do that you can forget about ever showing that floor again.
