It's happened before, and will happen again. The sad thing is, those kinds of operations are inherently dangerous (as are flour and sugar mills) simply due to the way the materials are processed. There is no way to make the system absolutely safe, and the real crime was in allowing the town to develop so close to the plant. It was in Texas, for pity's sake, they should have had ample room to build a town near enough to the plant for the workers, but far enough away for safety.
