It's not even the corruption per se. One of the big issues is being INSANELY politically correct. Better not offend anyone in the slightest or lawsuit time! It's gotten to the point where nothing is their own fault anymore because it's always someone else. No one need to be accountable when it's so easy for it to be the other person's problem. Many of the laws and regulations follow this course of action. The lemonade stand is a perfect example. They don't know how it was brewed or prepared, what ingredients, etc. "Back in the day" as they say, no one would even bat an eyelash at it. You think the kids are up to no good? You don't buy from them, maybe go have a stern talking to with their parents/guardians. Point is you would take responsibility for your own self and deal with the situation. Now? Can't talk to the kids, maybe you're a pedo, or you're trespassing, or you're just crazy. Talk to the parents? Trespassing, maybe sexual harassment or assault. People are often so terrified of the consequences of confrontation (or just confrontation itself) they just call the cops to settle everything, or the local housing board, etc. They get someone else to take care of the issue. This happens enough times, it's easy to start getting laws passed. "It's for the good of the community/nation/people!" After all, those kids could be reusing cups, pissing in the jar, whatever! So some law, ordinance, something... gets passed that can be enforced if they want/need to, much like jaywalking. Granted, this probably wasn't started over lemonade, it was probably something a lot more serious that provoked a knee jerk reaction/outrage somewhere. So it got rushed through poorly worded/defined and can now apply to some kids with a lemonade stand on their own lawn.
