That's because political party registration is like religion there: you get it when you are born, and keep it all the rest of your life. Doesn't mean that you don't vote for the "conservative candidate", though, which is exactly what all the registered Democrats do there, time after time. Locally, it's a different story, but in my home county the population is about 80-90% Democrat: but elected a Republican Judge Executive for the past three elections. All of his council is Democrats, I think. Nationally, they've voted overwhelmingly for Reagan, Bush, McCain, etc. No one really cares. Everyone knows all the people involved. At that level, it's often more about "local politics" than "party politics". On state issues, it varies, kind of a cross between local and national. Firm
