If you strip away the drama queen language its just a Federal preemption issue. One of the rare cases where the Commerce Clause is actually being appropriately applied. 50 different bank lending laws doesnt cut it. Of course there are probably 50 Federal and State agencies who have their mitts on the issues anyway.

amoungst several hundred other links, for those able to type - occ predatory lending - into a search engine.

One could also input - Georgia New Jersey Standard and Poors predatory lending - in search engine of choice to discover how S&P practiced corporate suppression of democracy by threatening to refuse to rate any residential mortgage backed securities (RMBS) or other asset backed securities (ABS) originating in those states if they did not repeal their anti-predatory lending laws. Which they did.

Not to want to complicate this any more, but while as for the local effects on the profitability of this curious arrangement for the benefit of Goldman and others in the rarefied air of those elite permitted to sit on the LME,  you also need to consider that Goldman and some of the other financiers, are also investing in and buy into other things, many of which use metals as the raw materials for their manufacturing business.

For instance I would be interested to find out how having Goldman as one of your investors or shareholders if you were running an auto parts plant in Ontario or Michigan might affect the delivery times and metal costs, as opposed to being one of their competitors.

If I could adjust the supply costs and delivery times of my friends and enemies to aid the former, I would have an immense power.
