Maybe numbers would help: CPI 1/91 134.6 1/2000 168.8 1/2009 211.43.

20% decline in the value of the dollar during both periods.

edit: Were talking about two different things. The value of the dollar vs other currencies is meaningless to someone in the US unless they happen to be investing overseas or in currencies. CPI already takes into account the decline in US Dollar index via increased prices in the market basket.
