That is a good question: Why is the Obama administration saying they have ended the war on drugs, yet continue to make a higher rate of arrests Arrests higher under Obama's term? That stuff you're smoking that you think is weed, is more than likely angel dust. we're added 1/2 a dozen decrim and medical states. And since marijuana were a MAJOR contributor to arrest statistics overall, you will find that arrests IN GENERAL are down in the US. And while I support legalization, I also GET that it's being talked about so favorably is because some deep pockets (many outside this country I would say) are paying well-recognized individuals to do these "Studies". What's really funny is all they have to do is take data that was largely repressed from the public eye and basically just publish it with the rubber stamp of ex-cops and judges... Suddenly, you got an eye-opener. I think we can pretty much rest assured that there will at least be an easily accessible c nearby country that goes "Full Legal" on drugs in the next few years. There is big money behind drugs and now they want to parlay their profits and they see troubled economies as ripe targets for their 'message', If you think this is about finally a bunch of cops and judges finally getting honest with themselves, you're high. edited because I spelled cops like Copps Coliseum.
