I think it was last year when I heard (NPR, Where else?!) that the initial arrests in-country were vast dragnets, scooping up people indiscriminately.

A lot were turned in to settle old scores and fetched a very nice bounty - it was something like 10 years' income over there. The score-settling still goes on - guys in one village will say "hey, there's a bunch of Al-Quaida on the hill over there". When our troops go check it out, they discover it's a really old feud.
