The tech is a bacteria laden band-aid for a scab that needs to heal before it infects the rest of the body.

As long as it's just a stepping stone on a path away from fossil fuels...it should do for now.

Except that Asimov, as a trained biochemist, wasn't going to take any such nonsense serious. Which is why the Extropians are keener to talk up people who can take the sort of crap Niven passes off as "hard SF" seriously.
