Level... I hate to tell you this because it can be a pain, but it sounds like you really need to f-disk your computer.  Firm and I have... *cough* a lot of computers and we've found that to keep them running in top condition, about every two years they need to be wiped and completely reloaded.  You just wouldn't believe the junk that collects on them, not to mention how fragmented the hard drives get.

Once reformatted and the programs reinstalled, you'd be amazed at how well an old clunker does... even with crappy internet.

Helpful hint:  It's not great if your computer is in a dusty area, but leaving the cover off the side will help greatly with cooling.  If you don't have room for additional fans inside your case (or if you're leary about trying to install one), pick up a small desk fan to sit next to your CPU blowing air into it.

There are a number of things you can do.

One is try a malware program..sometimes when you load software you can also get toolbars..sometimes they ask if you want it loaded while your installing the software(it can come bundled with another software) and sometimes they don't. You might wanna check your add/remove section inside your control panel to see if the toolbar was loaded as a program..you may be able to uninstall it without uninstalling anything else(as in the software that loaded it in the first place)

Another is reformat like TKY has pointed out(a defrag can be run without formatting though..not that this has anything to do with your toolbar issue)

yet another is right-clicking on your browser nav bar close to the top..you should have a list of menu bars that pop down asking you which ones you'd like to choose(you'll see the ones you are using with checks beside them..as in menu bar, navigation toolbar and bookmark toolbar....you may see others depending on the additional toolbars you might have loaded)
