I had a similar incident in Greenwich, UK, a few years ago. In the middle of summer, in the middle of Greenwich on a Saturday afternoon with lots of people around I found a man in his mid-20's unconscious in a gutter. People were walking past him. I went to check him and roll him on his side so that he could breathe and found that he was lying in a puddle of blood, had been hit in the head (mugged) and must have been lying there for quite a while. I felt like yelling at the people that stopped to stare: he could have been their brother, father, husband or son. I don't understand how people can just walk past in that situation without stopping. Even if he had been drunk or stoned, it would still cost nothing to roll him over, check his airway and get an ambulance.
