I don't know everything that's inside the bill, so I can't say for sure.

However, my distrust of politicians in general, and the lobby system being what it is... my guess is that this package will serve business more than it will serve the people. This often being the case in Washington, those on the far right should be embracing this package... lol

The question is a fair one ... why have a bill be passed this month only to have it be enacted in 4 years. Let me attempt to answer the question; but our politicians know the answer for sure .. here goes:

1) My guess is that President Obama has something else on his table he wants to pursue which might be directly related or relative to what is contained in said healthcare bill.
2) My second guess is quite political ... Many times a bill will have a delayed enacted time so that the politicians can have distance from the bill passed. Note it is 4 years ... also note that MOST of the politicians will have had to deal with a reelection campaign by that time.
3) My third consideration is that ... as suggested above there is a strong element of economics which needs to be addressed on the corperate AND populace side of this bill.

It is true that it seems that SSI, Welfare, Medicare and other welfare program legislation can be passed and enacted in one year. One would think enactment of this Healthcare bill would be faster.

Post Script: I also expect a few court appeals on this bill too ... it will be in some ways far from perfect.

I believe it was a rhetorical question,not addressed to you. Esp. since it was in response to slvmike's post, but presumably an FR.

And the answer is obvious. The bill is horrendous. If it were a good bill, but didnt happen to meet all of the desires of the "diverse views of the Democratic caucus" as Ms Botox 1940 likes to claim, it still would have passed long ago. It will do nothing it is intended to do, and does all of the things the Blowboy said he wouldnt do.

I can't answer your question.  But I do know it sucks.  It strikes a memory for me about the new credit card bill he signed into law, not taking effect til Feb of this year.  That gave the cc companies lots of time to give us the screws in grand fashion until the time came.  Another wonder I have is how is letting it just sit there, waiting to come into effect, going to help with the deficit....and (I guess I have to say it, cuz ya'll are too...) help all those dying people that die because they don't have insurance.  Hopefully someone will explain the logic behind it.  I can't.

Health Cost Hijinks?

I listened to a recent FactCheck Radio podcast, which stated that the health care plan would save money over a 10-year period. Is this the first 10 years or any 10 years? I believe taxing would start first for about 4 years before any benefits were paid. That means in the first 10 years there would be 10 years of income and only 6 years of service. I could make a plan like that work!

The small business tax credit would begin immediately, and fees on certain manufacturers and insurers would start bringing in revenues in 2010. The Senate bill’s excise tax on high-premium plans would start bringing in money in 2013, according to the CBO. Okay, so I am looking over the CBO letter, and the first thing that strikes me is this disclaimer:
Although CBO completed a preliminary review of legislative language prior to its release, the agency has not thoroughly examined the reconciliation proposal to verify its consistency with the previous draft. This estimate is therefore preliminary, pending a review of the language of the reconciliation proposal, as well as further review and refinement of the budgetary projections.
This suggests that the CBO has been trying to score a moving target, with Democrats making frequent tweaks to whip votes and/or hit deficit targets. So the CBO isn't sure they've scored the final bill — hence they are calling this a "preliminary estimate." Congress Daily's Anna Edney reports that a final CBO score will come out Saturday or Sunday, a most unfortunate bit of imprecision considering the vote on the bill will occur on the latter.

What part don't you understand? factcheck is touting the CBO numbers on the behalf of Queen Pelosi's Reconciliation Act of 2010 while admitting that (the CBO) "...agency has not thoroughly examined the reconciliation proposal to verify its consistency with the previous draft. Can you cite me the link to where they are touting the numbers as whatever the fuck it is you are saying it is they are doing so deviously? They are explicity saying that these are the CBO estimates given what the scuttlebutt is this week or that week, and I have read several articles in FactCheck regarding the healthcare bill, nowhere are they doing anything disingenuously that I can see.

This will give hospitals and other medical service providers four years to shed off enough jobs to try to stay in business and remain profitable. You can't expect to tell an entire industry to do more with "less", pay more in fees and taxes with "less", and not expect their hired guns (consultants and MBA's) to point out that variable costs must be cut...that means labor...employees...people. It won't be physicians, since they generate income, it will be nurses, and other ancillary personnel going bye-bye, more middle class jobs, gone. The one sector actually hiring people, health care, is about to do a turn-around when this bill passes. When that train comes to a grinding halt it is going to impact the rest of the very fragile economy in not so positive ways. I know a lot of households that have only been able to survive right now or hold onto homes because one spouse was working in the health care industry.
