I'm with VioletGray in not being impressed with 4th ed.  Though honestly, I'm still, when I do play, running from Unearthed Arcana.  I have played 3rd ed, and I like the skills and feats.  So if you decide you're not too keen on 4th, get 3rd, which you should be able to find used and therefore cheaper. 

I own a d30, but I've never actually used it.  You don't need a d100, just a pair of d10s to roll percentile.  I don't even use d20s.  I roll a d6 and a d10.  If the d6 comes up 1-3, then the d10 is 1-10.  If it's 4-6, then it's 11-20.  However, it's whatever you like best.  We can offer all the suggestions, but in the end, it's what works best for the two of you.
