So, I want to come up with cheap things you can buy that would make for great BDSM toys/tools.

Here's an example list so far, please feel free to add to it!

Ginger (for figging)
Black Electric tape
Clothespins
Carrots (to mold into a dildo or butt plug?)
Belt etc.

However I need more ideas!

Have you ever taken a look at an old army surplus store. They really have some strange things there. And the stuff normally of god and well made quality. Amazing what a bit of spit and polish can do.

Home improvement stores, and camping stores. The cheapest toy Sir ever used on me? A plastic grill, meat baster, hard tips and a curved tapered handle used for well used well... Sometimes you can find bamboo in a craft store, works well for a spanking instrument. Outlet stores are also good for certain items. It really just depends on  what you like, and how far you can stretch your imagination, or if you want to at all.

Dollar store

Plus in any grocery store they will sell a package of assorted wooden spoons for just a few dollars. And those things hurt! Mint gel toothpaste. Icy Hot if she/he can handle it. Rubber bands. Look for a cheese board and see if it's shaped well to use as a paddle.

In farmng area there are supple stores that provide for animals. Riding crops are available not to mention cattle prods. Rings are placed in the nostrils of animals for control. These are available if you are not faint of heart. Some of the linements can be quite stimulating as well.

You might cruise "American Science and Surplus" online. Through them, I've found dirt cheap swivel snaps, rattan, buckles, rope, german gas masks, clips, dental floss... etc.

I love using those funny looking clips you use on your shoe laces as nipple clips.

Pallet wrap (available as a shipping supply) Great for mumification.

Duct tape, of course.

Old Halloween costumes made me think of "Thrift store" - I like my boys in ripped jeans and tattered T-shirts .... well, once I'm done with doing the knife play and clothes destruction/removal.... cheap clothes is what I'm saying.  Especially if they don't fit properly (either too small or too large) you've got the makings of a public humilation scene.... Whew, it's getting warm in here.

Cheap ping-pong paddles in kid's section - any number of other "toys" there, especially if you're into age play.

Cheap candles for wax play - NOT with glitter - too hot!

There was a string about "forced reading" for general education purposes.... well, there you go in the book section.

Got a dog collar there for a buck - wish I had bought more. LOL!

Bicycle hooks from HomoDepot (intentional misspelling since that's what "we" call it.) mount them VERY securely in garage rafters and you have deniable, effective bondage for over-the-head tying.  I wouldn't put full body weight on them, since they were designed for bikes. LOL!

ETA: Blankets from any room in your house for sensory deprivation (watch the breathing PLEASE! Pillows on each side of the head, for the same.  Hold in place with ropes..... Alternatively Plastic wrap and duct-tape (so as to not tape to blanket/pillow..... and now, you MUST watch breathing.  Add sleep mask.... DAMN! It IS getting warm in here.

Really, really suprised y'all missed - flyswatter - LOL!

More food items:
Cucumbers need NO molding (voice of experience LOL!)

Oh, petco is also my friend when it comes to pet play stuff and even sensory stuff. Spiders , snakes, lizards and ferrets are wonderful in sensory play!

Double-sided velcro. You can get it by the yard in craft stores. Two long pieces and a shorter one makes for nifty restraints that will pass through airport security.

One of My favourite toys cost 50c at a Salvation Army store - an oddly shaped wooden spoon which is flatter than most with just a slight curve that wraps the arse beautifully! So do check out the wooden spoons.

A feather duster is awesome for sensation play - bind up your sub's arms overhead, tell them to be still then tickle them behind the knees and watch them dance. However, it can also be a lovely calming sensation used more firmly and interspersed with a paddle or a flogger. I've also found pens with just a few feathers at the top, or fluffy stuff, also good for sensation. Speaking of pens, use markers for writing on their bodies but don't go overboard (potentially toxic ink).

In horsey stores, can get crops much cheaper than anywhere else, also that self-stick wrapping bandage makes great bondage tape and comes in a range of lovely colours including My fave purple. Buy a bit and attach your own straps or elastic for a gag.

Hardware stores (Bunnings in Australia) are just a paradise with so many pervertables - clamps, rope, cantilever boxes to stow all your small toys in, cheap candles in different colours and paintbrushes in a range of sizes for artistic wax play (use an old plate to stand all the burning candles on for safety and to save clean up), chain, D-rings, snaps, big strong hooks, velcro, different textured floor mats to put under your subby (hog tie them on a really coarse hairy mat and watch them squirm) ...

Pet stores - collars of course (and trying them on surreptitiously is half the fun!), matching leads (even some "dressy" ones with diamantes!), check chains can be easily linked with snaps and are a good length for between nipples, to use as hobbles etc, toys for doggie play, food and water bowls for pet play. I like to use kitty collars with bells on ankles and wrists, give the sub a task and tell them not to let the bells ring!

Hair supplies - all sorts of clamps, clips, ties (make your own cock rings). The clips with about 6 "teeth" on each side for hair make interesting marks used as skin clamps, use a whole row of them for a different "zipper" effect.

Fabric stores (Spotlight here) - a cheap hood can be made from some open-weave black fabric (make sure you can blow air through it and feel it on your wet palm - avoid hessian though as it's incredibly scritchy!) - just make a simple "sewn on 3 sides" bag with either elastic or a drawstring to close the opening. Can make simple mittens the same way. I found a mini Wartenburg wheel there too, for marking out patterns I think!

Bigger toys:
A friend of Mine made a "one bar prison" using the gas lift mechanism from an old office chair and fixing a metal plate at the top to which a variety of hollow dildos could be attached. Varying sizes of course, and he also had one which was a semi-closed hand (the fingers weren't folded down though so not quite a fist) which felt pretty amazing! You only need a hook overhead to which your sub's arms can be attached and they are well and truly stuck. Use for boys and girls (choice of holes for the latter). You can make it predicament bondage by raising them almost to tip toe with just a little slack in the rope ... when their legs get tired they sink further down onto the dildo. If you're really mean you attach rope to nipple clamps too so when they sink down to give their legs a rest, their nipples get a yank upwards too! An alternative mechanism was an old home gym, the upper parts of that were great for attaching subbies to! And they got a work out when trying to shift position!

An old rowing bench made a great inclinable spanking seat. And don't underestimate the fun to be had watching a naked subby on an exercise bike or treadmill too! Especially if you're standing by with your crop to offer "encouragement".

Don't forget to use hot and cold with lots of toys, a plain blunt butter knife placed in the freezer for a while will feel entirely different to a bound and blindfolded sub! Great mindfuck play (but NOT with someone for whom knife play is a hard limit!).

The step beyond this is to make your own toys. Floggers can be made of shoe laces with the plastic tips cut off. Or from leather from old leather coats/skirts in thrift shops.
