All cellphones are GPS tracked if 911 is called, is my understanding. It's not as accurate as an exact address, but it's not too far off. EDIT: Also, little known fact, even old cellphones without a plan can call 911. It's part of the reason that some places do drives for them, to distribute to homeless or lower-income people in dangerous neighborhoods, so that they can also have the ability to call 911. Where they charge it is a different issue I'd be interested in knowing the answer to, but it is an interesting note :)

A cell phone call to 911 goes, usually, to the nearest cell tower. When I'm home, my nearest tower is in another state, unless I drive a few miles south.
