If I said to somebody "not right now, maybe later" I wouldn't mean in six or eight months, I would mean for the next couple of weeks. If I felt I couldn't ever date again, for whatever reason, then I would just say no. But even if I felt that way because a relationship had ended, I had just lost a loved one, etc I wouldn't be able to predict when I might change my mind. Because I've taken years off with zero interest and no way would I leave someone hanging on, hoping my not now would be changing.

I think Popeye should ask her candidly why she changed her mind, and what was going on in her life then and now. Not so he could now date her, but so he would understand more for the next time.

If it were me in your scenario Popeye, genders switched, I would have ask for a very good reason why I should go out with the man who told me no at a prior time and so why should I say yes.
 
Sometimes women see they might have let the potentially right one get away ..... thus right to change mind.  [:)]

It is possible that she was scowling at circumstances in her life at the time.

It is possible that she had said no for reasons that had had nothing to do with your desirability as a partner.

Fair enough, but something must have caught your attention in the first place....it's only a glass of wine and something to eat. I think it's useful to not underestimate people, who knows what trick she has up her sleeve!
