No and no. The SS (Schutzstaffel) started as a company in the SA (Sturmabteilung), and it's task was to serve as bodyguards for senior Nazi Party officials. It wasn't part of the German government in the beginning, because the Nazis weren't in power. When Hitler did take power, the SS was a personal guard for him. It grew larger with added combat units, and it later took control of intelligence, the Gestapo, and concentration camps. Germany never had a "Homeland Security" department like ours. The reason that the Homeland Security Department was established was to make sharing of information easier between agencies responsible for protecting the United States internally. It was a good idea to consolidate all these agencies. One of the big problems on 9/11 was the lack of communication and coordination amongst all these seperate agencies. I think a lot of mistakes have been made in it's formation, but it wasn't a conspiracy to impose Nazi-esque control over the U.S. It's really silly to believe that; it's paranoia at its worst.
