It's a juggling act of "pollution credits" which can be bought and sold. It lets the holder of one of those "pollution credits" *pollute more* than someone who doesn't have any! Are you shittin' me? The last thing we want to do is let the "U.N." get involved in anything like this. If I need heart surgery I'm not going to call a carpet cleaning company. Then we have schmucks like Congressman Patrick "Patches" ("I, myself have educated myself") Kennedy voting for this shit because Daddy told him to. Oh yeah, Providence College provided Patches and his 90 i.q. with an added layer of critical thinking alright.
