There is no residency requirement to obtain a marriage license in California, but there is a six-month residency requirement for divorce. Some cities are now refusing to perform civil ceremonies, because they THINK they will be overwhelmed with new applicants. Bakersfield has been in the news, because the city clerk (or whoever had the authority to make the decision), decided last week that they would stop performing civil ceremonies once gay marriage is legal. Certainly seems like a personal bias to me, as it would be prudent to see how much activity actually occurred in your location, and THEN stop doing them if there was more traffic than you could handle.
