Have you tried getting a microwave-safe bowl, filling it with water and putting it in for 15 to 30 minutes (depending on how bad the splatter is), then wiping it off with a paper towel/cloth afterwards?
The steam helps to loosen the stuff.
The turntable doesn't need to be turning, either, if the rest of the microwave works.
Just an idea/knowledge from personal experience. [X(]
