I heard a rumor today and would like to ask those on the other side of the pond, if they have heard anything about it.....According to my friend, they are going to start a new program in England where the government gives you a "carbon card" and you are only allowed so many "units" for the year. Every time you get gas for your car or fuel to heat your home, they take that off your carbon card and when your run out, you have to either apply for more or buy some from someone who doesn't use all theirs.

Anyone here about this?

Old news: it was suggested in 2006. They just scrapped the plan.

Ministers have scrapped radical plans to test a carbon rationing scheme that would have forced citizens to carry a carbon card to swipe every time they bought petrol or paid an electricity bill.

The plan was announced by David Miliband, former environment secretary, in 2006 as a way to cut greenhouse gas emissions and tackle global warming. But officials from the Department for Environment, Food and Rural Affairs (Defra) said today that the idea was too expensive and would be unpopular.

Defra said a feasibility study found that carbon rationing was "an idea ahead of its time in terms of its public acceptability and the technology to bring down costs." While there were "no insurmountable technical obstacles", the study found such a scheme would cost £1-2bn each year and would be perceived as unfair.

Defra said it was abandoning plans for a pilot scheme to test the idea, because it would be "unrepresentative" and "could lead to failure and subsequent public distrust and ridicule."

In a statement, the department said: "The government remains interested in the concept of personal carbon trading and, although it will not be continuing its research programme at this stage, it will monitor the wealth of research focusing on this area and may introduce personal carbon trading if the value of carbon savings and cost implications change."

Under the scheme, all UK citizens from the Queen down would have been allocated an identical annual carbon allowance, stored as points on an electronic card similar to Air Miles or supermarket loyalty cards. Points would then be deducted at point of sale for every purchase of non-renewable energy. People who did not use their full allocation, such as families who do not own a car, would be able to sell their surplus carbon points into a central bank.

I heard it being discussed, but no idea about it being introduced.

I look forward, working from home as I do, to ripping off lots of executive types who might like to buy my spare carbon credits.

And with that in mind, the planned backdating of car excise duty increases and petrol at 110p a litre - I sincerely doubt it will ever be introduced

Yes, I'm sure that was the main motive for the plan [8|] (which, incidentally, was SCRAPPED, 2nd edition [:D]).

i'm glad it was scrapped...it's ridiculous.  pretty soon they'll try to tax us on how many times we breathe or fart in a day...it's all about money.

Maybe they'll make us wear fart monitors or something so they can get accurate readings.  This is horrible.

it is truly horrible, "they" just won't let up on us.  hell, one day  sweat and tears will be taxed as well, or how many times we clip our fingernails, or how many eyelashes we lose a month...

They just changed the name it's now called the ID card; one all encompassing card that proves your right to exist. Anyone without the new all encompassing ID card doesn't exist.[8|]

Or they'll make us wear helmets while riding motorcycles.   Ooops...it's already started.

That sounds like something out of World War II when they rationed gas and food!

Gasoline must be costly in the United Kingdom.  I could not survive if they did that since I do some commuting for my job that is about 30-35 miles away from my home.  I don't think people in the good old USA would stand for it!!!!

Wow, i certainly wouldn't have expected .gov.uk to let that stop them from implementing anything! [:-]

Wonder if it was just a matter of the Northerners managing to score a small victory over London... not hard to guess which way the "credits" would end up having to flow...

They decided that they already have punishing taxes doing pretty much the same thing, I bet. And they probably figured they could continue to turn the screws a little at a time that way, and not draw quite so much attention to themselves...

Funny you should say that because in the news today was the comparative price in Europe before and after tax. One stark fact is that before tax we are among the cheapest if not the cheapest in Europe but after tax we are one of the most expensive.

I'm all for green taxes though because people never do the right thing without central interference. I can always change what I drive and so should others, haulers should be given tax breaks though. 58% take that Mr 4x4, yeah[:D]
