This wouldn't be possibly, not even by magic.
Magic is nothing other than being able to harness and exploit cycles and flows of energy independently of matter and channel or direct these cycles and flows in a way which causes particular events to take place or have a specific effect on matter, whether that matter is pure matter, i.e. an inanimate object or matter combined with energy, as is a living entity.
Time itself precludes any possibility of such an event taking place.
Another thing which would preclude such a thing is life itself. This is not just because we are all shaped and influenced by our development, the interaction and relationships of the people who come into and share our lives, those we also meet along the way, the heavy influence on us of our childhood, and so on.
But if by magic you could with certainty predict that a baby would grow to someone who would murder someone why kill it?
Why not simply transform the negative energy into positive energy?
