BTW the author had better not be counting the any cost for US citizens into that total. He does include one line item involving citizens in his list, point 5, so I hope he is honest enugh to exclude that sum from his claim but since the entirety of his points don't add up to claimed total and in several cases are likely overlapping it is impossible to tell from the numbers provided.
