Not necessarily. But after an honest consideration about how many "Bad Cops" there are out there, it's believable. The problem, I think, is that cops just aren't trained to EFFECTIVELY deal with resistance. Their training is to take control all the time, and do whatever is necessary to regain it. Idiots will reach for their pepper spray. Is it simple "Bad Training", or is the Officer in question "Evil"? Was it "Bad Training" that lead to NYPD killing Amadeau DiAllo, as he stood on his steps, thinking he was being robbed? Was it "Bad Training" that got the innocent bystander, David Scaringe, shot dead by a cop on NYE2004? Was it "Bad Training" that got Carolina beat up behind her bar by off-duty, plainclothes officer Anthony Abbate? If the training makes you do evil, are you responsible? I think we hanged Nazis at Nuremberg to prove the point that "Just Following Orders" isn't an acceptable excuse, didn't we?
