I very much agree with having the parent take the kid up to the store manager and
have a stern talking to an early age.  I have friends whose parents did this and it left
a lasting impression.  The older the kids get, the more likely you will have a repeat offender
and have to call the police and send them to juvenile hall.  There are a few different motives
for shop-lifting,  thrill seeking, doing something "bad" and wanting something they cannot afford. 
Best to stop this behavior in the early stages, before they start stealing cars and breaking into homes.

We had a discusion at work yesterday that made me think of this thread. We found several boxes of prenancy tests that were empty, in the bathrooms.  They hid the boxes in the toilet tank after using the tests, which was how we found them. What we figure is, if they dont have the money to buy a pregnancy test, they better sure as hell hope its negative.  You cant drop $10 to find out of your going to have a baby, you most definately cant afford to have one.
AS for the black market value of lube, in certain stores condoms and anything else personal pleasure related has to be locked becasue of the high volume of theft (usually by high school kids who would not make the purchase for fear of being seen). I know in Vegas the store I was at had locks on the condoms  and the lube.  Plus we had to lock up the prilosec, the baby formula and the electric tooth brushes.  At the store I am at now, its everything electronic too.  ITs just crazy, you can barely shop wthout having someone follow you around to unlock your purchases anymore.

there are degrees of "bad".  i betcha everyone here has walked away w a pen from a place of business of a job.

i want to complain. i bought a broom, $4.50. it did not last even a week.  a product must perform per its intended use!  so a broom must sweap. [it is not expected to be a hammer or a dildo]

there has been NO enforcement on fitness of merchandise!   toilet brushes same story.  SHOW ME how it works.

as consumers we accept this shoddy junk.  my adice is to return it to store-
