i am a dog trainer and animal communicator, this is what i would do. your just have to invest more time in training her....there are a number of body responses the dog will go through before he gets to vocalising...ears with spring up or back, he will stare longingly, he will resist physically (trying to establish dominance), he will wag he tail nervously and he will tighten his musscles....when you see these signs, then clearly and authoritatively say "no" and the stare at him till he breaks his stare, and goes to lie down. if you do this you NEVER have to hit...or raise your voice even.
