Would one fall foul of any laws by producing politically satirical SM movies, assuming no other porn laws were contravened? For example, if partcipants were wearing masks depicting prominent political figures?  I'm thinking Dubya and certain middle eastern figures...

You are in the UK so that means you are referring to international laws. I wouldn't think portraying public figures in any way is illegal, but who knows. The idea of using political figures doesn't quite get my bdsm blood hot, though, in any case.

I'm not American but I'd be surprised if lampooning the Prez is an offence, even in an M/s setting.  Might be a different matter if you're planning to make money from them but I'm sure someone will be along who knows all.  But I'd leave Vladimir Putin (Rusky Prez) out of them - or hire your own wine-taster!

Well back in the 80s the Spitting Image show did similar, so I guess it should be alright. But then again, Spitting Image even though it didnt pull any punches, did not show anything with an erotic component to it.

The key really is the law on libel, and the reaction of those whom you feature. I dont know the exact wording on the libel laws, but you can be sued if the person suffers a loss of reputation as a result of what you publish. Your only defence under the libel laws is that what you published is true. Since the UK legal system costs a fortune to use for libel, whichever side youre on, and your "stars" will be presumably far more wealthy than you, the case itself could bankrupt you even before any award against you might be made.

At the same time, there are many new laws that have been introduced since 9/11 with regard to public protest and the distribution of published material, which you might need to look at too. I dont think as yet we have a law which forbids lampooning the Glorious Leader, but there are so many catches in those laws which need to be looked at.

Do you know of the UK Femdom Society? (Google it). They make films too and have legal back up. They are also always looking for new material. I dont know if they would make it with you/for you, but might be able to advise.

As long as you don't make any direct or implied threat on his life. Even in the UK someone could come calling for threatening a foriegn dignatary.

I'm not a lawyer (though I have fucked a few), but my understanding is that satire is generally protected speech.  As long as it was very clear that it was satirical and that you weren't making a threat to the people in question, I think it would be ok (and awesome). 
It's not libel if it's clearly satire.

i know in the US it could be considered slander?  Mebbe... Suppose you could get away with it if you had a disclaimer before or after the little show saying "all people portrayed is fictional"  sorta like the thing they have on Law and Order

It would not be slander.  Satire happens all the time.  Check out SNL (which is still running and routinely mocking govt), any newspaper editorial cartoon, ect.
If, however the picture was a mockup and it said that it was genuinely a pic of the pres doing some other guy, or being done, then the owner of the piece and the publisher could be sued, if it could be safely assumed that people might believe it.

Way back, a television personality sued a newspaper for showing a pic of her looking poorly at a restaraunt and stated that she was drunk in the caption.  The woman was very anti-drink being having been brought up by alcoholic parents, and demanded a retraction.  The newspaper stood by their claim, she was able to prove the allegations were false.  And the newspaper lost a chunk of change in damages.

If I wanted to put up a pic of the pres doing or being done by someone I think I would make sure it was obvious satire AND make sure I moved.  Our current administration would probably send me a bottle of wine.

I have no idea, I tried posting a pic of myself in a hood on this site and even that was against the rules, all a bit bizarre for a bdsm site really. It's a lot less scarey than seeing me without any make up on, that's for sure.
