Forget the fact that it does damage.  Forget the kids age.  Forget everything.

The fact of the matter is that as much as I would like it to be legalized, smoking/possessing pot and paraphernalia is against the Law (yes, I broke the Law.  I know.  No need for a lecture).  A good parent does not encourage their child to break the Law.  Any Law.  She teaches the child to disrespect authority and Law.  Not exactly something you want to teach your child.  When simplified to the basic facts, her reasoning is immaterial.  Her actions were irresponsible and reprehensible.  She deserves to answer for what she did.

While I agree that teaching children some idea that they can break the law with no consequences is stupid, I'm also fine with parents not teaching their kids to simply follow a law BECAUSE it's a law.

Laws do not legistlate rightness.  Laws are reactionary.  I do what I do because I decide it's best for me.  The legal consequences of certain actions certainly go into that decision, but I do not simply look at a book of laws and say "Anything ok in this book is ok to do and anything not ok in this book is not ok to do." 

Teaching blind obedience to the law is as bad as teaching them blatant disrespect for it.

There is a balance to be found here.
