There's the problem with your theory. See, in order for that to happen, all the voters would have to submit a blank ballot. If even a single person votes for one of the major candidates, then that candidate will get the electoral college votes for that state.

No... not in all states. I think only 26 states have a law that requires the EC to vote with the state's popular vote. The rest don't have to. They can vote for anyone they want or no one at all.

I think the reason for the miscommunication was in your using the term "electorate." That means those who can vote in an election. Technically, that isn't wrong but it's not clear. Those who vote in the the Electoral College are typically referred to as "electors."

To that end, I highly, highly doubt electors would do that. I have no if they're allowed to turn in blank ballots or not. Regardless, unless Paul Ryan is within the top 3 vote getters in the EC, he won't be an option for the House.

Some jurisdictions require their electoral college delegates to vote for the popular majority for one to three votes. But, for the most part, electoral college delegates are not required to vote for the majority candidate for their jurisdiction. That is why we have had a few presidents that were elected to office despite being second runner based on the balloting.
I have a feeling that the EC will vote in Hillary no matter what the balloting shows. The old big money is on Hillary. But, there will have to be some sort of show so they can give plausible deniability to buying delegates to the EC.

29 states bind the electors to the popular vote for that state.
21 states do not.

violation of the law is at most $1000, they never charge them, and they violate it all the time.
