My bad...I should have expounded a bit. The electoral college is appointed by the legislature. The legislature is elected from, a pre-selected group of approved candidates ,by the electorate.
In a democracy the electorate votes for it's legislature from an open forum of candidates.
Originally the senate was also appointed by the legislature. As it developed the legislature was so partisan as a result of the two party system that often senate seats were left vacant, to the detriment of the state involved. To prevent this the constitution was ammended so that the senate,like the house of representatives, became an elective body but with the same restrictions of whom one could vote for as in the house of reprentatives. So it is slightly more democratic but hardly a democracy.
The two party system enforces it's existence by co-opting any meaningful planks of the platform of any potential third party. In a democracy there would be no limit on the number of parties.
Money, as always, is the glue that keeps it that way.
