sometimes yes, sometimes no. they should be controlled and/or demilled. That is because solely the killing radius. a 45x50 has a killing radius of .45 inches. A frag grenade 15 metes. A howitzer depends on lots of factors.

So, to get this straight, then: it's as silly to ban land mines as it is to ban letter-openers? No difference at all, because they can both be used to kill people?
