The constitutionally enumerated functions of the militia are, "to execute the Laws of the Union, suppress Insurrections and repel Invasion" (Article I, Section 8, Clause 15). The National Guard is not hampered by those restrictions on its use and deployment (43% of U.S. soldiers in Iraq were from National Guard units). The Guard is a militia, but it is not the militia of the Second Amendment. The National Guard has been a deployable asset of the U.S. Army since 1933.

Actually, I think what you need is to get out more often.

Obama said after the church shootings in Charleston that "this type of mass violence does not happen in other advanced countries. It doesn’t happen in other places with this kind of frequency." The data shows that it clearly happens in other countries, and in at least three of them, there’s evidence that the rate of killings in mass-shooting events occurred at a higher per-capita rate than in the United States between 2000 and 2014. The only partial support for Obama’s claim is that the per-capita gun-incident fatality rate in the United States does rank in the top one-third of the list of 11 countries studied.

On balance, we rate the claim Mostly False.

The does article does say, though:

....

Hmmm. I'd have thought that the next thing to do after that statement would be to compare the US's rate, proportionately, with that of the populations of *all the other 10 nations combined*.

And it really would be necessary to deal with the Presidents references to a) *type* of violence and b) *frequency* ... rather than skate by those two things as though they don't matter. The article just looks somewhat weaselly, as it stands.

The militia of the 2nd amendment calls for regular meetings, with drill. It requires the Governor to appoint officers and a great many other things that the cited material deals with. All of which has been abolished. That people still have guns is hardly germane vis-a-vis an organization that has not existed in more than a hundred years

You'd think that for receiving the Legion of Honor (US equivalent the Medal of Honor) the State Department could have come up with uniforms for the military personnel.

To be fair, I think it was all a bit of surprise event. Besides, to my mind, it all hits home that they were off-duty, 'ordinary citizens' at the time, dressed as they are.
