I don't see what all the fuss is about.
Do the same thing they expect of international airline and shipping pilots - make sure they can speak (and understand) reasonably fluent International.

I speak 3 languages (sort-of) - English, International (that's English to everyone out there) and a smattering of American [:D]
Oh... and I know some universal words that seem to work everywhere no matter what they speak... "Taxi", "Pepsi", "toilet" and "coffee". [:)]

I'd say it would be good business practice to insist on International and American as an absolute minimum with a preference to those that speak the local lingo; be that Spanish, Mexican, French or whatever.
I'd also advocate that the practice be adopted for the majority of hospital staff and those in the service industry (cafe's, restaurants, superstores, larger supermarkets etc).
I know they are doing that for our hospital staff over here (and about bloody time too!!).

I know the UK is mandating that all new immigrants must pass a simple test to ensure they speak the lingo to a reasonable degree and have a modicum of British history/customs knowledge before they are able to gain residency of any sort.
I think the US should do something similar for anyone wishing to live there.
Being part of a country (any country) should be more than just learning The Oath parrot-fashion.

Exactly right, and the fare from my O'hare example would be lucky not to be assaulted on the spot and later sued for violating the civil rights of the cabbies he passed up.

Next time I approach a taxi stand, I may walk the line until I find a driver who claims to be a registered Republican [:D]

Glad you are torn up about the cabbies while otherwise wanting MASS DEPORTATIONS and a MILITARIZED BORDER.

It sounds like they are calling for some version of the TOEFL.

The "Test of English as a Foreign Language" is a standardized test required by many colleges and universities for whom English is not their native language. The college I went to had a TOEFL prep course every summer and you got to meet people from almost anywhere possible. I still find it humorous that students from several of the South American countries had to talk English to understand each other as their local dialects were so divergent.

Gad, with some of the retail clerks I've run into the last few years; an English proficiency test for dealing with the public would be a godsend. I still can't peg when talking "field hand mushmouth" became fashionable. (Southern version of Ghetto speak ebonics)

I work with a public that speaks every American dialect imaginable, and a lot of heavily accented ESL folk as well. It definitely keeps my ears on their toes.
