That's one of the things that local Public School Districts rely on. I think it's colloquially been called being "Levy Weary." It takes just one election to pass a levy, and once it's passed, it's good for however many years (or permanent). But, if it fails, they can have another election, usually within 6 months and just keep asking until the voters break down and pass it, if for no other reason than to stop the constant levy campaigning.

The Union was voted down. They can attempt it again in a year, but only if there are enough workers in support of another election. I assume management could bring to a vote if they so choose, too. The status quo always has it easier. As soon as a Union is in place, it's difficult to dislodge, too.

I do think it's easier to get a Union in than it is to get a Union out.

Not sure where you got that idea from but you might want to go back and reread the thread. You seem confused.
