The final vote was 53% to 46%. If what your saying is true, then Democrats should always win the White House, because President Obama got 51% of the vote while Mr. Romney got 47%. However, the world is not going to use your viewpoint. In the next election, it will be its own contest with those supporting both the Republican and Democratic nominees for office. Just as those workers could hold a vote for a union in the following year.
That's one of the things that local Public School Districts rely on. I think it's colloquially been called being "Levy Weary." It takes just one election to pass a levy, and once it's passed, it's good for however many years (or permanent). But, if it fails, they can have another election, usually within 6 months and just keep asking until the voters break down and pass it, if for no other reason than to stop the constant levy campaigning.
The Union was voted down. They can attempt it again in a year, but only if there are enough workers in support of another election. I assume management could bring to a vote if they so choose, too. The status quo always has it easier. As soon as a Union is in place, it's difficult to dislodge, too.
I do think it's easier to get a Union in than it is to get a Union out.
