And yes, it could have very well ended in a nuclear exchange. The soviets had short range tactical nukes in Cuba as well. These are laughingly referred to as battlefield nukes, the problem is that when you consider fallout, it is an equal opportunity weapon, it kills friend and foe alike. The stuff in Cuba at the time could not even reach Key West. It could have been used against us in an invasion. That was why trying to put MRBM's in Cuba was such a big deal. The flight time for a missile from Cuba to Washington, and much of the rest of the East Coast, was so short that by the time a launch was detected and that information went up to the President to order the counterstrike the missile would have already hit D.C.. It was considered strategically unacceptable to try and deal with the Soviets if they had a potential decapitation attack that we could not counter.
