If you use Windows try calling up Paint (usually Start button - Accessories - Paint but you can search for it as well using the search tool in Vista/7). Open the picture in Paint (if in doubt, you can drag and drop the pic into the Paint program/window) and at the top, select 'Image', then 'Stretch/Skew', then the new size (usually 25, 40 or 50% is good).
You can then save as a jpeg or gif (as CP mentioned).
