Other places tell us:
Flap dragon was a store game that was played a lot during the 16th and 19th centuries, through winter, mostly on Christmas Eve. The game involved heating of Brandy which was retained in a wide shallow bowl. In the brandy, raisins were placed and the bowl set ablaze. The players were required to quickly pick the raisins out of the fiery brandy and eat them, at the risk of burning.

BUT, there is a Shakespeare dictionary - instead of a board game,we have the Bard game (well played, Lance) And there we find:
FLAP-DRAGON, sub. a small burning body lighted and put afloat in a glass of liquor, to be swallowed burning; v. t. to swallow like a flap-dragon

Wow, Lance, that's fascinating and I appreciate the energy you put into finding that.

Actually, the picture that flashed into my mind when I read "flap dragon" was that of a fellow wearing some kind of leather flap, or some such, covering the family jewels...you know, the Southern Beast, and all, and The Beast suddenly making a grand entrance by raising the flap. It was a great visual!
